If You Just Want the Short Answer

Buy Climate Card if you will stay mostly inside Seoul for 2 to 7 days and expect frequent subway and bus rides. Buy T-money if you want the easiest general-purpose card for Seoul plus airport or outside-Seoul moves. Buy WOWPASS if you want transport plus spending and currency exchange in one foreigner-friendly setup. Only buy Mpass if you already know you will do many rides each day inside Seoul and you specifically want its daily-ride style.

1. Climate Card: Best for Seoul-Heavy Trips

The official Seoul Metropolitan Government English page now makes Climate Card much easier to recommend to foreign visitors than before. The biggest reason is flexibility: short-term passes cover 1, 2, 3, 5, and 7 days, while 30-day versions exist for longer stays. For most visitors, the short-term pass is the one that matters.

The same official page also lists 30-day variants with Hangang Bus access. For tourists, though, the short-term 1 to 7 day products are usually the useful part.

Coverage is strong but not unlimited in the casual sense. Seoul’s official page says Climate Card includes Seoul-based subway lines, Seoul-licensed buses, Ttareungi, and Hangang Bus on the plans that include them. It also clearly warns that getting off outside the service range can trigger extra fares. In practice, that means Climate Card is best when your trip is built around Seoul neighborhoods rather than day trips far outside the city.

One very important current detail: the official English page says that starting March 17, 2026, Climate Cards can be purchased and recharged using international credit and debit cards, and that short-term passes can be purchased using international credit cards. That removes one of the old foreign-visitor pain points.

Do not buy Climate Card first if...

  • You are unsure whether most of your trip will stay inside Seoul.
  • You plan several outside-Seoul rides early in the trip.
  • You expect airport-to-city transport to be your main long-distance move.

2. T-money: The Safest Default for Most First-Timers

If you want the least risky answer, T-money is still it. The official Tmoney foreigner guide and the official VISITKOREA transportation-card page both support the same basic conclusion: buy the card almost anywhere, top up easily, use it across public transportation, and do not worry much about service-range rules.

T-money remains the simplest general-use transport card for travelers who do not want to think too hard on arrival day. 도착 첫날 복잡하게 고민하고 싶지 않다면 T-money가 가장 단순합니다.

Why T-money still works so well

  • VISITKOREA currently lists the general card price around KRW 3,000 to 5,000.
  • Tmoney’s official English guide says you can top up in KRW 1,000 units, from KRW 1,000 to KRW 90,000 at a time.
  • The same guide notes you can purchase or top up at convenience stores, subway information centers, and Tmoney Town near Seoul Station Exit 10.
  • Tmoney is the easiest card when your trip mixes Seoul with non-Seoul transport.

카드 가격이 낮고, 충전과 사용처가 많아서 서울·비서울 일정이 섞인 여행자에게 가장 무난합니다.

Tmoney also offers transfer discounts on public transportation, so it is not just a convenience tool. If your plan includes the airport, a few Seoul neighborhoods, and maybe one outside-Seoul detour, T-money is usually the calmer choice than forcing an unlimited pass into a mixed itinerary.

3. WOWPASS: Best if You Want Payments and Transport Together

WOWPASS is less about pure transport savings and more about convenience across your whole trip. VISITKOREA describes it as a foreigner-exclusive all-in-one prepaid transportation card that can also be used for payments and currency exchange. That makes it more of a travel wallet than a simple subway pass.

WOWPASS basics

  • VISITKOREA currently lists the card price at KRW 5,000.
  • The same page says it can be used on public transportation nationwide and at affiliated stores nationwide.
  • It is aimed at foreigners and can be managed through the WOWPASS app and kiosk network.
  • KTO also notes that travelers need a passport to buy the card.

WOWPASS는 외국인용 카드로, 5,000원 카드 비용이 있고 전국 교통과 결제에 함께 쓸 수 있다는 점이 장점입니다.

Choose WOWPASS when you do not mind paying a little more up front in exchange for fewer separate systems. It is especially useful for visitors who want an airport pickup card, transport card, and spending card in one routine instead of carrying both a transport card and extra cash.

교통카드와 소비용 카드를 따로 들고 다니기 싫다면 WOWPASS가 편합니다.

4. Mpass: Still Useful, But Now a Niche Card

Mpass is still official and still useful, but it is no longer the default recommendation for most Seoul visitors. VISITKOREA currently describes it as a foreigner-exclusive Tmoney card that allows up to 20 rides a day on the Seoul subway, city buses, and AREX excluding express trains.

Mpass can work for very transit-heavy Seoul days, but it is no longer the easiest first recommendation. Mpass는 이동 횟수가 아주 많을 때는 쓸 만하지만, 첫 추천 카드로는 다소 제한적입니다.

VISITKOREA also says the card can only be purchased in Korean-won cash, is valid for 30 days from the issued date, and receives an automatic KRW 3,000 discount when bought after 17:00. The listed issue and return location is Tmoney Town near Seoul Station Exit 10.

현금 구매만 가능하고 발급 장소가 한정적이어서, 대부분의 초행자에게는 T-money나 Climate Card보다 접근성이 떨어집니다.

So Which Card Should You Buy?

Buy Climate Card

if your trip looks like this:

  • 2 to 7 days mainly inside Seoul
  • Frequent subway and bus rides every day

Buy T-money

if your trip looks like this:

  • Airport plus Seoul plus maybe one outside-Seoul day
  • You want the simplest fallback card
  • You do not want to think about service-range exceptions

Buy WOWPASS

if your trip looks like this:

  • You want one card for transport and daily spending
  • You prefer app-and-kiosk management
  • You do not mind paying a card fee for convenience

Buy Mpass

only if your trip looks like this:

  • You know you will ride a lot every day
  • You are staying mostly in Seoul
  • You are comfortable buying and handling a more specialized tourist card

My practical recommendation

If you are visiting Seoul for the first time, the safest decision tree is simple: Climate Card for a Seoul-only short stay, T-money for a flexible mixed trip, WOWPASS if you also want payment convenience, and Mpass only if you already know your daily ride count will be unusually high.

서울 초행자라면 서울 시내 집중 일정은 Climate Card, 유동적인 일정은 T-money, 결제 편의까지 원하면 WOWPASS, 이동 횟수가 매우 많을 때만 Mpass로 생각하면 됩니다.

Official tourism and operator pages currently point travelers to a few especially useful locations: Seoul Tourist Plaza and Myeongdong Tourist Information Center for Climate Card, and Tmoney Town near Seoul Station Exit 10 for T-money support and Mpass-related help.
